Communique of the Meeting of the BRACED (South-South) Governors Council held on 4th October 2021


The BRACED Governors’ Council met on Monday, October 4th, 2021 at the Conference Room of the Rivers State Governor’s House, Port Harcourt. The meeting was presided over by Senator Dr Ifeanyi Okowa, Chairman of Council and Governor of Delta state. Also in attendance were the governors of Bayelsa, Rivers, Akwa Ibom and Edo.

After extensive deliberation, the Council resolved

1. Bearing in mind that most of the BRACED states have established their state security organs, approved the regional security architecture which would be launched soon.

2. Unequivocally supports the decision for states to collect Value Added Tax (VAT) and resolved to join the suit before the Supreme Court.

3. Council urged the President and the National Assembly to take necessary measures to review some unfair aspects of the recently signed Petroleum Industry Bill to ensure fairness and equity. It urged that the amendment should include a clear definition of host communities and that the trustees should be appointed by State Governments.

PIND seeks to engage an intern in the Warri EDC to support the Planning, Monitoring and Evaluation

Coordinator to improve the quality of PM&E deliverables and support to the Economic Development Program. The internship engagement will be for 12 months. The intern will be based at PIND’s office in Warri, Delta State and may be required to make field visits across the Niger Delta.

Dabota Omubo-Pepple is an Emergency Nurse currently working at the Special Care Baby Unit (SCBU) of the Department of Pediatrics, University of Port Harcourt Teaching Hospital. She also doubles up as the Executive Director of Sickle Cell Awareness and Health Foundation (SCAHF), a non-governmental organization (NGO) focused on creating awareness on Sickle Cell Disease (SCD) & ensuring access to quality health care for those SCD affects.

Criminal Violence in Ondo State – June 20-26, 2021


This edition of the weekly update spotlights insecurity in the Niger Delta with a focus on criminal violence in Ondo State. According to data (see map below), violent criminality caused more than 150 fatalities in Ondo State between 2018 and 2020. Recent data shows an upsurge in incidents of armed robbery and kidnapping for ransom in the State. In April 2021, for instance, kidnappers reportedly abducted a man, his wife and three children, and demanded a 10 million naira ransom in Ajowa-Akoko community, Akoko North West LGA.

Korfii Uebari is the Founder of Study Plus Hub, a data analysis firm based in Port Harcourt, Nigeria where he teaches research methodology as well as data collection, collation and analysis. He also currently works as a Surge Monitor with the Institute of Human Virology, a role he has served in for over three years, where he supports the strategic information unit of the HIV/AIDS Surge project.

A Day in the Life of a Niger Deltan – Uduak, the Woodworker


Uduak Etuk is a professional Woodworker based in Uyo, Akwa Ibom State where she was born and bred. According to her, she did not have an ‘aha moment’ of what woodwork was all about until she got involved in the Niger Delta Youth Employment Pathways (NDYEP) project funded by Ford Foundation and implemented by PIND Foundation. “Prior to starting my business”, Uduak says, “I worked at several corporate organizations occupying diverse roles such as Administrator, Customer Relationship Manager, Human Resources Manager, to mention a few. However, I didn’t have the satisfaction and fulfilment I am experiencing now as a business owner. In a nutshell, I left the corporate world to pursue my dreams and vision of being a wealth creator.”

“My typical day starts with my alarm clock waking meat 6:00 am, and as a Christian, I pray to God asking for direction for the day. I do some house chores, take a bath, eat my breakfast and run to the workshop.”

“On getting to the workshop at about 8:00am, I’ll exchange pleasantries with the workers already at the workshop and go to the store to bring out all the machines and tools that will be used for the day.”

A Day in the Life of a Niger Deltan – Okechukwu, the Shoemaker


Okechukwu Livingstone Ikefuama is based in the ever-busy commercial city of Aba in Abia State, Nigeria. He holds a Bachelor’s degree in History and Diplomatic Studies from the University of Port Harcourt where he graduated with a 4.25/5.0 CGPA.

After years of exploring the job market in search of good opportunities, Okechukwu got the opportunity of being part of a finished leather training organized by the Footwear Academy through the PIND NDYEP program sponsored by Ford Foundation. This was the beginning of his journey into shoemaking.

“I wake up at around 6am and do my morning devotion as a Christian, after which I prepare and set off to the shop to make some wears for the day. In between work, I create some free time to engage friends, family and others online, and after completing my tasks for the day, I return home to help family whom I live with, do some studying and then go to bed at about 10 or 11pm. Some days I stay longer or sleep earlier, it depends on the day.”

A Day in the Life of a Niger Deltan – Lateefa, the Peacebuilding Amazon


For Lateefa Musah, a Peacebuilding Practitioner and founder of Alira Skincare based in Port Harcourt, Rivers State, the day often begins at about 6:00am with her morning prayer and a passage of her devotional.

Having studied in the UK, Lateefa returned to Nigeria with her Bachelor’s and Master’s degrees and a passion to contribute to Nigeria’s development. She made the migration from civil engineering to development as a result of this passion when she joined Niger Delta Link (NDLink) as a volunteer Champion.

“I started off as a volunteer for NDLink and then became an intern. I’ve been working in development for the past 2 years and I like the fact that it allows me to explore a new career path, meet people, learn amazing skills and apply them. It also allows me the opportunity to know more about the Niger Delta region.”

A Day in the Life of a Niger Deltan – Buchi, the Budding Manufacturer


James Onyebuchi Ibekason works in product design and development at Clintonel Innovation Center (CIC). He also works as Computer Numerical Control (CNC) Machinist and STEM program Manager.

Based in Aba, Abia State, Osisioma LGA, James started a career in manufacturing and tech about a year ago through the Niger Delta Youth Employment Pathways project funded by Ford Foundation and implemented by PIND.

His typical day starts early. “My typical day flows with a routine. I wake up everyday by 4am or 5am. I read for about an hour or hour and half and depending on the daily routine, I either exercise or mediate for 30mins or less. My morning chores typically involve fetching water from a few streets away because we do not have access to pipe borne water at home, after which I eat breakfast and arrange all necessary materials needed for work that day.”

Communique Issued at end of the High-level Roundtable on Addressing the Constraints of Inadequate Land for Agriculture


INTRODUCTION

The Foundation for Partnership Initiatives in the Niger Delta (PIND Foundation) organized a Stakeholders’ Roundtable that brought key stakeholders in the Niger Delta and beyond together to discuss issues around the constraints of inadequate access to arable land for smallholder farmers. This event was borne out of PIND’s 10 years of working in the agriculture sector in the Niger Delta and the anecdote that inadequate access to land is a big constraint to the expansion of agriculture activities in the region. This was informed by a recent study conducted by the Foundation. The objectives of the study were to understand the systems adopted for land distribution in communities and constraints of access to smallholder farmers.

THE DISABILITY RESEARCH PROJECT – Sub-Grant Call for Academics Working on Disability Research in Nigeria


Africa Polling Institute is an independent, non-partisan opinion research think-tank which conducts opinion poll, surveys, social research and evaluation studies at the intersection of democracy, governance, economic conditions, markets and public life. Our main objective is to produce and disseminate credible opinion research data to support better decisions, public policy, practice and advocacy in sub-Saharan Africa. We were established on the belief that citizens’ participation in democratic governance can deepen the democratic process, strengthen public institutions and promote social inclusion and national cohesion.

Africa Polling Institute (hereafter referred to as API), with support from Ford Foundation, is currently leading a project to conduct research and on generate data on Persons With Disabilities (PWD) in Nigeria. President Muhammadu Buhari in 2019 signed the Persons with Disabilities (Prohibition) Act into law, providing the foundational basis for policies and programs for PWDs in the country. Based on this giant leap by the federal government, states of the federation have been expected to domesticate this Act in order to create a more inclusive society.

API, with support from Ford Foundation is embarking on this research project to generate data on the state of PWD, and monitor progress on the domestication of the Disabilities Act in the 36 States of the federation and the FCT. The goal is generate data to support public policy on disabilities in Nigeria, especially at state levels; and to engender public engagement targeted at ensuring that states domesticate the Persons with Disabilities (Prohibition) Act, 2019. Thus API is opening a call for application to provide sub-grant to academics specializing in PWD research studies in Nigeria. Women and academics with disability are encouraged to apply.

Kidnapping for ransom in Edo State – May 02-08, 2021


This edition of the weekly update highlights kidnapping in the Niger Delta with a focus on kidnapping for ransom in Edo State. According to data (see map below), over 50 incidents of kidnapping were reported in Edo State between January 2019 and March 2021. Recent incidents indicate a resurgence of kidnapping for ransom in the State, after a relative decrease in reported incidents during the first quarter of 2021.

In the last few weeks, more than six residents have been reportedly kidnapped for ransom in the State. In April 2021, for instance, three residents including two women were reportedly abducted by armed herdsmen in Utesi community, Ovia North-East LGA. Separately, in April, three passengers were reportedly abducted by gunmen along the Benin-Lagos Expressway in Ahor community, Uhunmwonde LGA. Two of the victims were later rescued by the police. More recently, on April 29, 2021, a university professor was reportedly abducted by gunmen in Egoro town near Ekpoma, Esan West LGA. The kidnappers reportedly demanded a ransom of 18 million naira. The victim was released two days later.
